HOPE Rehousing Initiative

Housing Stabilization Program

Housing Stabilization Program seeks to prevent homelessness by providing rent assistance and information and referral services. It operates two major housing programs funded through the City of New Rochelle: Housing Opportunities for People with AIDS (HOPWA) offers critical housing support for clients.

City of New Rochelle Re-housing Initiative (CNR)

CNR is a permanent housing program for eligible homeless residents of Westchester who have substance abuse and/or mental health disabilities.  The program benefits individuals who are deemed to be housing-ready with a focus on homeless veterans.  In addition to placing them in housing the program provides case management and referrals to supportive services.  It is federally funded through HUD.

The Refuge

The Refuge is a housing program specifically for LGBTQ youth between the ages of 18 and 25. It is Transitional Housing, which means clients are permitted to stay in the program for a maximum of 18 months. The program is person-centered and each client will have a goal and multiple case workers who will assist in reaching that goal. The youth will be referred for job training, vocational programs and completion of any high school or college. We have formed a partnership with WJC''s Center Lane and the LOFT. These agencies will provide both intensive case management and social interaction skills training for the clients.

Please contact Chris Rivera at (914) 355-5234 Ext. 1 or email him at for details regarding qualifications for either of these programs.

The Homeless Resource Center (HRC)

The Homeless Resource Center’s goal is to reduce the homeless population in New Rochelle. This program, which is funded by the City of New Rochelle, Montefiore Hospital and local businesses will assist the homeless population by ensuring that they have a safe and secure place where they can receive the services they need. HRC’s Hours of Operation will be: Monday through Friday 1:30 to 6:30 PM at HOPE. During these hours HOPE will provide services such as counseling, referrals and nourishment. HOPE‘s counselor will evaluate and link clients to the services appropriate to their needs. He will also assist clients in their applications for benefits. Monday through Friday 8AM to 1PM and 24 hours per day on weekends and holidays at the Oasis Shelter located at 19 Washington Avenue. These are extended hours of operation. Oasis will continue to operate in its normal capacity as an emergency overnight shelter seven days a week – Monday through Friday 7 PM to the following 1 PM.
